Driver's License The minimum age requirement for persons operating a motor vehicle on Kentucky streets and highways is 16. A parental signature is required for those under 18. An out-of-state driver's license is valid in Kentucky for 30 days after you establish official residency. Upon application for a Kentucky driver's license, out-of-state drivers must present their Social Security card (or printout of card from the Social Security office) unless their Social Security number in on their present out-of-state license (if under 18, a school verification form and parental signature are also required). After making application, a written and eye test are required (exceptions: no written test required if previous license is still valid. Tennessee drivers need to take the eye examination only. Arkansas and Connecticut drivers do not have to take either test). In special cases, a road test may be required. A person not having a driver's license must apply, pass a written and eye test and then get a learner's permit, which costs $6.00. A person applying for a learner's permit must bring a certified birth certificate and a Social Security card (if under 18, a school verification form and parental signature are also required). After receiving the learner's permit, he/she must wait six months, then pass a road test. The cost of the 4-year license ranges from $8.00 - $10.00, depending on the person's age.
